Abstract
Crime is a phenomenon which, in social pathologies, plays a significant, even fundamental role. It violates the basic principles of social coexistence, interferes in an individual’s life and the state structure. The damage caused by, the so called, economic crime is unimaginable. In case of its commission, strong bonds between crime, business and politics are created.
Fight against crime takes place on different levels of inquiry procedures, investigations and evidence gathering. It is supported by preventive actions and activities of a number of other public and private services. Information, technical and administrative factors are an important component of the work of the administrative police. Its foundation however, are people. The trendy theories of police human resources management, ‘zero tolerance’ slogans etc., mean nothing when a police officer has no development opportunities, is stifled by bad working atmosphere and tied up by the work health and safety regulations.
In the Third Polish Republic we could write a new treatise of ‘bad organization’ of police work and we could find a new, depressing truth. New factors influence the decline in crime (only a seeming drop when it comes to economic crime) and crime detection rate: emigration of over 2 million people, an increased effort of individuals to protect their property and individual effort of single police officers also fighting with the pathological bureaucratic system.
